Abstract :
'Die Bischöfe, die kraft göttlicher Einsetzung durch den Heiligen Geist, der ihnen geschenkt ist, an die Stelle der Apostel treten, werden in der Kirche zu Hirten bestellt, um auch selbst Lehrer des Glaubens, Priester des heiligen Gottesdienstes und Diener in der Leitung zu sein' (CIC 1983 c. 375 §1). Bischöfe als Hirten, die das dreifache Amt Christi ausüben: was im kirchlichen Gesetzbuch als ewig gültiges göttliches Recht statuiert wird, war historisch einem erheblichen Wandel unterworfen und Gegenstand einer nicht geradlinig verlaufenen Entwicklung. In die gegenwärtige, kirchlich-normative Vorstellung vom Bischofsamt sind Entwicklungsstränge eingegangen, die zueinander in einer gewissen Spannung stehen: Seit dem Spätmittelalter wurden einerseits zunehmend seelsorglich-pastorale Ansprüche an das vorher jurisdiktionell gedeutete Bischofsamt gestellt, andererseits lief hierzu parallel die zunehmende Zentralisierung der Kirchenverfassung. Beide Elemente verliefen parallel und stehen doch zueinander im Gegensatz. Pastorale Verantwortlichkeit versus zentralistische Uniformität: ein Knoten- und Konfliktpunkt heutiger Reformdebatten soll in einer historischen Perspektive beleuchtet werden.



'Bishops, who by divine institution succeed to the place of the Apostles through the Holy Spirit who has been given to them, are constituted pastors in the Church, so that they are teachers of doctrine, priests of sacred worship and ministers of governance' (CIC 1983 c.375 §1). Bishops as pastors, who exercise the threefold office of Christ: what is stated in canon law as an eternally valid divine law was historically subjected to considerable change and subject of a not unwavering development. At the present time, there are strands of development in the representation of the office of bishop that have become normative in the church and that stand in a certain tension with each other. On the one hand, since the middle ages, there has stood a growing pastoral claim for the office of bishop that had previously been interpreted juridically; while on the other hand, running parallel, was the growing centralization of the church. Both elements run parallel and stand in opposition to each other. Pastoral responsibility versus centralized uniformity: a point of connection and conflict in today’s debates about reform will be explored in a historical perspective.



«Les évêques qui d’institution divine, succèdent aux apôtres par l’Esprit Saint qui leur est donné, sont constitués pasteurs dans l’Église pour être eux-mêmes maîtres de doctrine, prêtres du culte sacré et ministres de gouvernement» (CIC 1983 c. 375 §1). Comme pasteurs, les évêques remplissent la triple mission du Christ: ce qui est affirmé dans la loi canonique comme une loi divine éternellement valide s’est trouvé soumis, dans l’histoire, à des changements considérables, et a été l’objet d‘un développement qui n’a pas été sans fluctuations. Actuellement, certaines composantes de ce développement de la fonction épiscopale sont devenues normatives dans l’Église et se trouvent dans une certaine tension mutuelle. D’un côté, depuis le Moyen Âge, il s’est élevé une exigence croissante pour la mission pastorale de l’évêque, jusque-là interprétée au plan juridique. D’un autre côté, parallèlement, la centralisation de l’Église grandissait. Ces deux dimensions sont à la fois parallèles et en opposition: responsabilité pastorale versus l’uniformité centralisée. On explorera, dans une perspective historique, un point de rencontre et de conflit dans les débats d’aujourd’hui à propos de réforme.
