Abstract :
This article examines petitions which were sent by the population of Palestine to the office of the Grand Vizier starting in the early 1870’s. Taking advantage of new means of communication and technology at their disposal, the petitioners — urbanites, villagers, and Bedouins alike — addressed their concerns to the central government and demanded justice. The article examines the identity of the petitioners, the mechanisms involved in sending the petitions, the concerns raised in them, and their treatment by the authorities. The petitions allow us to pursue a bottom-up examination of the history of Palestine at the end of the 19th century, one which is very different from the Zionist and the Palestinian national narratives. They reveal unknown information on the understudied rural population and shed new light on the relationships between the local population and the central government.



Sont présentées ici des pétitions envoyées par les habitants de la Palestine au Grand Vizir à partir des années 1870. Profitant des nouveaux moyens de communication désormais accessibles au public, les requérants – citadins, villageois, Bédouins – adressèrent leurs requêtes au siège du gouvernement central et exigèrent que justice soit rendue. Cette recherche a pour objet l’examen de l’identité des requérants, des méthodes d’acheminement, des thèmes abordés, et de la réponse apportée par les autorités. Ces pétitions permettent un examen de l’histoire de la Palestine à la fin du XIXe siècle, un examen qui s’écarte considérablement des discours nationalistes dominants, sionistes ainsi que palestiniens. Leur étude révèle des données inédites concernant la population rurale, négligée à l’extrême, et éclaire d’un jour nouveau les relations entre la population locale et le gouvernement central.
