Where negotiations are successful, the process can lead and in one or two cases has led to a political accommodation. In South Africa in 1994 and in Northern Ireland in 1998 people have been able to sign up to a document which – even if it did not give either side what they wanted, and even led (in some cases) to the abandonment of what at the beginning were regarded as non-negotiable positions – at least enabled people to consider living in disagreement but in dialogue with one another. |
