The Introduction to The Gift of Authority (1999), which is the third agreed statement by the Anglican-Roman Catholic International Commission (ARCIC) on authority in the Church, explains (3) that after the publication of The Final Report (1982) the authorities of the two communions specifically asked for further work in three areas where there had been convergence but a necessary consensus had not yet been achieved: the relationship between Scripture, Tradition and the exercise of teaching authority; collegiality, conciliarity, and the role of laity in decision making; and the Petrine ministry of universal primacy in relation to Scripture and Tradition.
