Abstract :

This article sheds light on the changes in pastoral structures within German dioceses, which admittedly were conceived of and carried out in a wide variety of different ways. The situation of priests and other pastoral ministers is becoming increasingly insecure. The absence of certain fundamental decisions means those serving the Church are often seriously overstretched. The call for more active participation by retired priests has not been heeded; on the contrary, heavy responsibilities continue to be placed on pastors. The invitation to take a deeper spiritual look at the situation is rarely linked to structural change. A new conception of the Church should be examined, one that links the local context with a reorganisation according to centres of interest. The relationships between ordained ministers and lay staff or volunteers should be redefined. Finally, hitherto unexplored initiatives in diaconal ministry deserve to be given more consideration.
