Furthermore, the crisis of the Commission chaired by Mr. Santer -just before the elections took place- entailed also the need for an early designation of the Commission’s Chairman. The designation of Mr. Prodi (former chairman of the Cabinet), was a prestigious success for Italy, and an acknowledgement of the great strain of the Cabinet chaired by Mr. Prodi himself in 1996-1998 in order to reform domestic economy and allow Italy to be in the first group of Member States to implement the EMU, introducing the Euro. In said strain, the main partner of Mr. Prodi had been his Minister of the Treasury, Mr. Ciampi, former Governor of the Bank of Italy, and then Chairman of the Cabinet in 1993-1994. In the spring of 1999, at the end of the mandate of Mr. Scalfaro as President of the Republic, Mr. Ciampi was elected by the Parliament as new President: the election with the required high majority was successful at the first counting, an event that had occurred only once before, in over fifty years. Such success was the outcome of a strong bipartisan majority, which included vast support from the opposition. |
