Less known is the fact that at the same moment, a synod for the diocese of Rome as well as a revision of the Latin Code of Canon Law were also announced. This revision would reflect the new insights revealed by the Council. A certain number of leading principles were adopted in order to provide guidelines for the redaction of the new code. According to one of these principles, the protection of rights in the Church should be guaranteed by means of a real administrative procedure, leading to the establishment of administrative tribunals. Pope Paul VI even made plans to promulgate a universal law on administrative procedures – including administrative tribunals – before the promulgation of the new code of canon law. |
