Oftentimes, a pastoral plan is the response to a crisis facing a diocese or a parish. However, pastoral planning is meant to be an ongoing way of living the faith in any diocese to engage adequately in pastoral action. Diocesan and parish pastoral councils are consultative bodies that serve to advise the competent ecclesiastical authority on pastoral issues. This article traces the development of pastoral councils in the life of the Church beginning with the Second Vatican Council, followed by their codification and the importance of the consultative vote each body offers. Finally, the author proposes some goals for these councils in diocesan pastoral planning. Le travail de planification pastorale est véritablement le travail de toute l’Église locale. Souvent, un plan pastoral est la réponse à une crise à laquelle est confronté un diocèse ou une paroisse. Cependant, la planification pastorale est considérée comme une manière permanente de vivre la foi dans tout diocèse afin de s’engager de manière adéquate dans l’action pastorale. Les conseils pastoraux diocésains et paroissiaux sont des organes consultatifs dont le but est de conseiller l’autorité ecclésiastique compétente sur les questions pastorales. Cet article retrace l’évolution des conseils pastoraux dans la vie de l’Église à partir du Concile Vatican II, puis leur codification et l’importance du vote consultatif qu’ils offrent. Enfin, l’auteur propose quelques objectifs pour ces conseils dans le cadre d’une planification pastorale diocésaine. |
