Abstract :
Op 29 november 2000 organiseerde het Instituut voor Internationaal Recht van de K.U. Leuven onder het voorzitterschap van Prof. Jan Wouters een rondetafelseminar over “Economische sancties en hun impact op mensenrechten”. Aanleiding hiertoe was de working paper “The Adverse Consequences of Economic Sanctions on the Enjoyment of Human Rights” (hierna `het rapport'), opgesteld door Prof. Dr. Marc Bossuyt op vraag van de Sub-Commission on the Promotion and Protection of Human Rights van de Verenigde Naties (hierna de Sub-Commissie). In dit document kwam Bossuyt tot het besluit dat het merendeel van de op dit ogenblik bestaande economische sancties niet enkel in strijd zijn met internationaal recht, maar ook perverse gevolgen hebben op de mensenrechten. Met het rapport als uitgangspunt namen enkele deskundigen, waaronder Prof. Bossuyt zelf, Prof. Koen De Feyter en Dhr. Axel Buyse de problematiek van economische sancties in het internationaal recht onder de loupe. Naar aanleiding van deze discussie, enkele kanttekeningen.
