Abstract :
Die Migrantenkrise hat Europa vor eine große Herausforderung gestellt. Eine gemeinsame Lösung wurde bis heute nicht gefunden. Rechte und Pflichten von Migranten sind durch verschiedene EU-Richtlinien und internationale Verträge eindeutig geregelt. Diese Regeln werden jedoch derzeit nicht eingehalten. Deshalb sind Sicherheit, Rechtsordnung und Freizügigkeit in Europa ernsthaft in Gefahr. Die ungarische Position war von Beginn an klar: In Übereinstimmung mit den gültigen Regeln muss die illegale Einwanderung durch den Schutz der Grenzen gestoppt werden. Auch die Aufnahme von Flüchtlingen muss den bestehenden Gesetzen folgen. Es besteht kein Zweifel, dass Europa seine christliche Identität verlieren könnte, wenn es durch ein Quotensystem zu einer zwangsweisen Verteilung von Flüchtlingen unter den Mitgliedsstaaten der EU kommt.



In Europe the migrant crisis has created an unexpected situation. The EU and its member states have not yet found the proper solution to this crisis. The rights and duties of migrants and the member states are unambiguously regulated by different EU conventions and other international agreements. These legal rules, however, are not being observed. This is why security, the legal order and free movement are in serious danger in Europe. The Hungarian opinion has been clear from the beginning: in accordance with the provisions of the agreements, illegal migration must be stopped through the protection of borders, and the reception of refugees must also be kept within the legal bounds. It is unquestionable that Europe can lose its Christian face and identity with the enforcement of the compulsory EU quotas for distributing migrants.



En Europe, la crise des migrants a provoqué une situation inattendue. L’Union Européenne et ses états-membres n’ont pas encore trouvé de solution adéquate face à cette crise. Les droits et devoirs des migrants et des états-membres sont régis sans aucune ambiguïté par différentes conventions européennes et autres accords internationaux. Ces législations, toutefois, ne sont pas respectées. C’est pourquoi la sécurité, le respect de la loi et la liberté de mouvement courent un sérieux danger en Europe. L’opinion hongroise s’est clairement exprimée depuis le début: conformément aux dispositions de ces accords, il faut arrêter la migration illégale en protégeant les frontières; l’accueil des réfugiés doit également se faire dans le cadre légal. Il est incontestable que l’obligation d’appliquer les quotas européens pour la répartition des migrants peut faire perdre à l’Europe son visage propre et son identité chrétienne.
